The Law that Unlocks €44 Billion in EU Defense Financing is Vetoed by Polish President Nawrocki

Poland’s president, Karol Nawrocki, has vetoed legislation that would have allowed the country to access nearly €44 billion in European Union defense loans. This decision has escalated a political dispute with the government of Prime Minister Donald Tusk regarding the financing of the country’s defense expenditures.

The funding, according to officials, has the potential to support a diverse array of defense projects, such as the enhancement of the country’s eastern frontier and the investment in domestic arms production.

However, Nawrocki, who is associated with the conservative opposition, contended that Poland’s dependence on Brussels could be exacerbated by relying on EU loans. Instead, he has suggested that defence investments be financed using domestic resources, such as revenues from the country’s central bank reserves.

The decision was met with immediate criticism from government officials. Polish Prime Minister Donald Tusk wrote in a post on X, “The President lost his chance to act like a patriot,” in reference to a missed opportunity to obtain EU financing for defense investment. Additionally, he declared a special cabinet meeting for Friday morning, during which he will propose alternative methods for approving the loan. Tusk previously stated that his government is developing a “plan B” to maintain Poland’s access to SAFE funds.
