The National People’s Congress, or NPC, China’s largest political assembly, is scheduled to conclude on Thursday. Making laws, changing the constitution, and approving state budgets are just a few of its many powers. However, it essentially serves as a rubber-stamp parliament, endorsing decisions made at the highest levels of the Chinese Communist Party behind closed doors.
