Zelensky Appoints a Spy Chief to Lead the Presidential Office Following a Corruption Scandal

Just over a month after his former top assistant resigned amid a corruption scandal, Ukrainian President Volodymyr Zelensky appointed espionage head Kyrylo Budanov as his new chief of staff. Zelensky posted a picture of his meeting with Budanov in Kyiv on social media and stated, “At this time, Ukraine needs greater focus on security issues.”

Up until recently, Budanov, 39, has been in charge of Hur military intelligence, which has claimed some extremely successful strikes on Russia. Zelensky added that he planned to pick Mykhaylo Fedorov, his current minister of digital transformation, to succeed his defense minister, Denys Shmyhal.

Andriy Yermak, Budanov’s predecessor, had significant political clout during Russia’s full-scale invasion in 2022. Additionally, he oversaw Ukraine’s negotiating team during pivotal discussions with the US to end the conflict.

Zelensky posted on social media on Friday, saying that Ukraine currently needs to pay more attention to security concerns, the growth of its defense and security forces, and the diplomatic course of talks.

Kyrylo is strong enough to provide outcomes and has specialized experience in these fields. The president went on to say that he has already instructed his new office chief to produce and update essential documents on “the strategic foundations” of Ukraine’s defence.

In Ukraine, the office of head of presidential staff has historically been quite powerful. In the 2000s, a head of a presidential administration in Ukraine had roughly the same authority as the president.

The position, although is ostensibly administrative, has historically provided many opportunities to influence government in addition to close access to the head of state.
