In the Conflict with Ukraine, Who Bears the True Costs? A Story About Three Burdens

One issue dominates transatlantic negotiations for Ukraine’s future, especially in light of US President Donald Trump’s remarks: Who is footing the bill? The ongoing diplomatic efforts now revolve around the question of whether the billions spent on the military effort to help Ukraine repel Russian attacks in Moscow’s full-scale conflict since February 2022 are distributed equitably.

Euronews explains who is responsible for what and, more crucially, how great of a burden this expense is in each nation. The Verkhovna Rada, Ukraine’s parliament, authorized a record military budget of 2.23 trillion hryvnias (€45.9 billion) for 2025 in November of last year. This was equivalent to 55% of the nation’s overall budget at the time, or 26.3% of its GDP.

The sum was increased to 31% of GDP, or 67% of all central government spending, in July to include an additional 412.3 billion hryvnias (€8.6m) for the procurement and manufacturing of weapons and support for military personnel.
